How do I fix game bar?

Hi, every time I use the Xbox Game Bar, specifically Xbox party, it tells me that, "Background Permissions" are turned off. I checked my Windows Settings, and I picked, "allow." I have terminated, reset, repaired Xbox game bar, and it still is giving me this error. This has been an ongoing issue for the past 6 months. The only time people in my party can hear me is when I pin the party to my screen. When I close out of game bar, no one can hear me. Is there a possible solution for this? Thank you!
