How do I family share Xbox Live?

I just bought an Xbox Series S for my son. Now we have my old Xbox One and the new Xbox Series S.

I made the Xbox Series S the "Home" console so that my son can access the games I purchased as an Xbox Live Gold owner without me having to sign in.

It didn't work. Even though his console is the home console, every time we try to open a game it says: "the person who bought this needs to sign in".

I thought that when you make a console the HOME console, you're allowed to play the games without the Xbox Live Gold owner needing to sign in.

Did I miss a step?

Try doing a hard reset. Hold down the power button on the console until it turns off, unplug it, plug it back in, then turn it back on.

I set up the new Xbox with the same account as the old one. Made it the Home console. Then added my son's Microsoft account as a family member.
