You're performing the steps correctly but there seems to be an issue with the console itself. If I may ask, do you have an external hard drive plugged into your console? If yes, kindly unplug them because a corrupted hard drive may cause issues.

Also, make sure that your console is plugged directly into a wall socket.

After all that try resetting it again via the Xbox Troubleshooter page.

1. Unplug the network cable if you're using a wired network connection.

2. Power off your console, and then unplug the power cord to ensure that the console is completely powered off.

3. Wait 30 seconds, and then plug the power cord back in.

4. Press and hold the Pair button and the Eject button, and then press the Xbox button on the console.

5. Continue holding the Pair and Eject buttons for 10-15 seconds.

6. Listen for two “power-up” tones a couple of seconds apart. You can release the Pair and Eject buttons after the second power-up tone.

When the console powers up, you will see the Xbox Startup Troubleshooter. Please click on "Reset this Xbox" then "Reset and keep my games and apps".

try formatting the hard drive via Settings - System - Storage - highlight hard drive and press Y. This will delete everything on that is currently present on the hard drive.

There is also a Initial Setup option in Settings - System, which should initiate the initial start up sequence.

Be aware that a Family pass code will not be reset via these steps, in order to reset that you will need to contact Xbox Support (support.xbox.com/contact-us)

Yes, you should be able to re-download any games that you have purchased after doing a factory reset on your Xbox.
