Actually what Dérek Augusto has told you isn't totally correct. There are 'workarounds' for many Xbox based PC games that save games to the cloud.

These vary from game to game, One of which is as follows:

Launching the game as normal, then going offline, resetting the game app in Windows and closing the game down. Then, launching it again with offline permission on, starting a new game, playing a few minutes to generate a local save. Finally closing down the game and launching when online. When the Xbox syncing screen shows up, cancel the sync and continuing to play with the new save. This new save should then be automatically uploaded to the cloud effectively saving over your old cloud save.

There are many videos on YouTube that can explain the process in more detail.

The other one is finding the local save in Windows, deleting it, then launching the game again. When the Sync screen shows up, press cancel. This should then allow you to make a new game.

For example, the save game for Forza Horizon 5 is located in: %LOCALAPPDATA%\Packages\Microsoft.624F8B84B80_8wekyb3d8bbwe\SystemAppData\wgs\

Deleting the two additional folders within the wgs folder will delete the local save. When you launch the game again it will attempt to sync. Cancelling this sync should let you start a new game.
