How do I download games with the Game Pass Ultimate on my PC when I bought it on the Console?

The Big Issue,

The big issue is one of the "administrator" accounts (not mine) have bought the game pass ultimate on my console, and I made it a home console so we could share it. Nothing seemed off until I decided I wanted "Hearts of Iron IV",
and then I found some problems. I went through hours on the Microsoft store then eventually figured out that somehow my e-mail isn't connected with the game-pass, but my xbox account is? Eventually I downloaded the xbox app hoping for answers. For some reason
it says I have 1 game (Astroneer) that I only installed once, and even deleted later on when I have gotten almost 12-15 games. It also acts as if I don't gave the game-pass, and begs me for it so I can't use it at all when I already have the game pass ultimate
that I bought on my console. Yes, my account is hooked up with my console, and my app.

Possible Problems,

1. Since another account bought it, and I just share it as it's just a home xbox meaning I must get it for my account specifically.
2. The "game pass ultimate" saying it has the PC gamepass is a just a fraud.
3. Somehow there is a glitch in the system that isn't letting it connect with my Xbox correctly.
4. It just doesn't work as the app is in an early stage.

Ways you could help,

1. Answer the possible problems.
2. Don't respond with: "Just re-connect, or re-download the app" as I have done that a hundred times.
3. Respond with: "We're not sure, but there could be other ways we can help".
