    I don't know for sure but I think you can only get so many refund over a set amount of time for digital downloads and what have you. So if you've gotten refunded recently and it happened again shortly after there's a good chance they saw you had recieved
    one. If this is not correct it's best to go through support ask them why they can't refund you and go from there.
