Microsoft account balance can only be used if you are in the correct region and your account is set up in the same region, i.e. if you are in Bahamas, your account must be set up in Bahamas to be able to spend balance you purchased in that country.

Keep in mind that the availability of products depends on each region, in Bahamas Xbox services are not offered, you can check it here:

If you have credit purchased in Bahamas, you could use it only in the Microsoft Store on PC.

Im going to go out on a limb here and assume that a lot of it has to do with the cloud service and internet infrastructure.

other possible reasons could be corporate law and legal issues in those countries.

if your country or region is not listed, Xbox services are not supported in your territory and you can't accesss them

1. thing only, do away with the region-lock/import-block approach, why cant I import a day one console from another EU member state which is among the 21 release countries (one where I am a citizen, one where my xbox live account is registered) and use it
in another EU country which is not among the 21 release countries? thats ridiculous!!!!!!!
