How do I accept the terms of use?

My brother gave me a windows 8 phone and I thought I finished the set up but I guess not because everytime I try to download something it keeps telling me to tell a parent to accept the terms of use how do I do this? gawd why is this so difficult v.v

I can't accept the terms of use without my parents email and neither of them remember the password. How do I accept the terms?

im locked out of my account because of the new terms and conditions and ive forgot my parents email to accept the terms how do I change the password to accept it and get back on xbox

By using the service, you represent that you have reached the age of 'majority' where you live and agree to be bound by this agreement or YOU ARE THE PARENT OR LEGAL GUARDIAN of a minor that has an account associated with yours and you are accepting this
agreement on their behalf. Depending on the age you put when joining it would mean you have to have a parent accept for you. If you gave a parents email address the parent would receive an email to accept on your behalf. So get your parent/guardian to accept.
