how come it says that "this account does not have privileges" to go to park i didnt do anything

Are you the primary user on the computer? Do you perhaps have another account that has full Administrator privileges? As Mister Parks was referring to, this error occurs when an account without Administrator privileges attempts to install the Zune software.
Can you check to see if another account on your PC has those privileges, and try installing it from that account?

Sounds like your purchasing privileges have been suspended by billing. Support can't help with this you would have had to speak with billing. However, in the meantime, go to billing.microsoft.com and check to make sure that your account information exactly
matches your credit card information. If it does not that will be the reason you can't do anything.
