HOW Can You Talk To A Live Customer Service Rep??

It's been a long time since I've I'd to call, but try pressing 0 when the menu starts. For most automated systems, that'll bypass the menu and get you to person.

I have filled out the form at least 8 times over the last year. I cannot ever get Microsoft to help. They want me to access the account before I can reset the password??

I know how frustrating it can be to lose access to one of your accounts. The only alternative you have at this time is to submit the account recovery form. There is no other way. I have already investigated them and the only way to recover an account is as follows.
