How can we get racist players banned? [EXPLICIT]

In playing Modern Warfare yesterday, I ran into one of the most disturbing racists ever in years of playing online. Linking some short clips of the behavior below, but the actual tirade went on for over 10 minutes, some of which I muted.

This kind of thing needs more than a slap on the wrist, but I'm afraid it'll fall through the cracks like so many of these reports. Are there resources available to escalate reporting these levels of toxic behavior?

Reporting them is the only thing you can do when you see stuff like this, report them on Xbox and Activision

It's actually so problematic that exposing community racism is censored even in these forums.

Man, Microsoft needs to consider a major policy change here.

The irony of your “to protect players” comment is laughable. Someone is racist and they receive no ban, can be seen by others to have been online constantly yet call them toxic and you get a ban? Microsoft really do need a reality check, if only interested sun protecting the racists!

this person also has an explicit gamer tag and had made another account due to being banned from xbox live for banning other players aswell
