How can someone not get in trouble

Me and my friends report this one person over a year and keep threatening he's going to kill me threaten he's going to hack my stuff he spam invite me he keep texting me messed up messages then you sit there and create a new accounts over and over and over and the song that are offensive for example I hate tim Tim Killer those all his but if I did that on my friends we would have been banned for life but this kid can make fault applications and many other and he only get 24-hour suspension I guess welcome to Xbox where we don't care about our customers only our pocket full of green the question is how can we resolve this issue I call Xbox they keep making reports I keep making reports it seem like I can't get nothing done I am called law enforcement they told me just run to Xbox then i call Xbox back and see what they says they said call your law enforcement and it's just a it just a circle a circle circle now I know there's a console war that's what they call it I know PlayStation have some messed up things Xbox got some but we all know this will not fly on on PlayStation if XBox don't resolve this problem with this kid named recontrex#8991 or something like that he have the halo guy
