If your Xbox console won't turn on, chances are that there is an issue with the console's internal power supply.

For us to isolate the issue, kindly try to perform the following workarounds:

Reset the internal power supply:

Unplug the power cord from the console.
Wait 10 seconds.
Plug the cord back into the console, and then press the Xbox button  on the front of the console.

If the console still won't turn on, proceed with these steps:

Check that the wall outlet you’re using is working with other devices.
Check that the power cable is firmly connected to the wall outlet and to your console.
Ensure that you're using the power cable that came with your console and that it's the correct cable for your region.

I'm not an admin, but I can confidently tell you you'll not be able to watch TV without cable or satellite. The way it works, is you have a cable box and run that to your Xbox One. Then you run your Xbox one to your TV. Basically your cable transfers
through you cable box > xbox one > your TV. If you don't have cable and a cable box hooked up you won't be able to watch TV.
