How can I transfer my digital purchased games to a different account?

Sorry to hear this. You can't transfer content from one account to another. However, you can edit your email address by changing it and I recommend changing your password too. https://support.xbox.com/en-US/my-account/security/compromised-account-solution

I would also recommend signing in to https://account.microsoft.com/billing/payments?refd=account.microsoft.com and remove any credit/debit
cards associated with the account so that fraudulent purchases can't be made

Transferring licences isn't possible at this time far as I'm aware I'm afraid, you may need to get in contact with the support team in order to recover your account & reset passwords etc in order to secure it!

The only way to do this is to contact xbox support by going to support.xbox.com/contact-us

If you account was truly hacked then they would have you create a new MS account without a Xbox profile on it and then ask you questions about your hacked account to verify ownership of it then they would send that information up to their escalations team
who will verify that information and if your account was hacked would then transfer ALL of your information over to that new MS account that you created.
