You can transfer licences from one Xbox to another, using the same account, but there's no way to transfer licences from one account to another.

It sounds like you're trying to transfer content from one account to another, NOT from console to console.

Licenses are tied to one account only. You can not transfer between accounts.

Here is what the bottom line comes to. Nothing can be transfered from one gamertag to the next. DRM is transfering content, from the same gamertag, to a different console so it does not reassign it to a different console. Content from one gamertag can
be used on another account except for some arcade games and avatar items but they cannot be fully transfered from one gamertag to the next.
