How can i remove the lock for new purchases

Yesterday, i bought a game, the entire procedure performed successfully until the part than i download the game. The download did no happen. I was charge, but i didn't get the game. I requested a refund, but, the point is, my account now, is blocked for
new purchases on it, and i've no idea why is in it. Someone knows how to reverse this block?

Have you tried checking the game in the store, in place of the purchase button should be an install button.

Will this process lock me out of my purchased games or remove them? They already act as if i did not purchase them

remove all the partitions, in windows disk manager right click on the partition furthest to the right and select delete then the same for and previous ones, then once done create a new partition and format, if you can't then the partition is locked, this can be removed via command prompt, google search for removing locked partitions.

I the same problem and nobody has my username and since there is clearly a space it shouldn’t be the same. There account Is dead nobody uses it.
