I dont believe you can get a refund if you digitally preordered a game.

I was experiencing the same issue. Not sure if you figured it out, but it just appears that way. Once you install the game, it will show that the 25th Anniversary bundle is downloading.

Took my money on the 25th. How do I get a refund?
