for a billing related issue like this you will have to contact Xbox Support via Phone or Microsoft Support Chat, they are the only ones that can handle billing issues like this.

since this is a payment/billing issue it's best to contact Xbox Support via Phone (or Microsoft Support Chat) since they are the only ones capable of processing/fixing billing related issues.
