No players have the ability to ban other people from the service. As Smwutches said above, the only people who can do that are the Enforcement Team, who are directly employed by Microsoft, and they only issue a ban if a report has been filed and their investigations
shows it's warranted.

If someone is sending messages with threats of banning you, they certainly don't work for the Enforcement Team. The best thing to do is not engage but report the message through your console. Then the real Enforcement Team can deal with them.

You're actually thinking of the enforcement team. They are the only ones who actually take enforcement action. It's like any other job. If they have a job opening you send in a resume and interview.
