You will need to contact the service provider of the mobile hotspot to assist you with making sure the console's MAC address is not being filtered out. They should guide you on where to go in the settings or they will do it for you.

I'll explain where to go on the console's settings to find the MAC address that you will give to the service provider representative when you contact them. Press the Xbox button on the controller to bring up the guide and then scroll over to Settings. Go
over to Network>Network Settings>Advanced Settings and then you will see the MAC address on the right side of the screen.
