Hotspot Mayor?

I thought you simply checked in the most of anyone else. Thought I read that in the DeadSec file in-game, but if you've done that then I dunno. And I have no idea the benefit of being mayor, I assume just bragging rights?

You get the armor at the clothier, after talking to the mayor.

You get the vehicle in your garage, across from the mayors office.

I found three, the buggy but that one disappeared I could not pick it up. The mayor's office at Wellsprings, and at the mayor's office in subway town its on his desk to the right.

We do, every section of the map has it's own Mayor I like to think of Liberty City as more than just I city, I like to think of it as a state, that way we can have State Police Officers who can patrol around the entire map and players can also own businesses
anywhere they want on the map. So that way we can have more people in a government position for example: Dukes & Broker has a Mayor, Bohan has a Mayor, Algonquin has a Mayor, and Alderney has a Mayor. Once there are more people we are going to do an election
on who is going to be governing Liberty City.

Grimace and Mayor McCheese are pretty epic.
