Horrific graphics playing Xbox Cloud games on PC, can't find cause

Hello! I have XBox game pass with Cloud on my PC. Any game I try to play, the graphics are absolutely horrific. I haven't been able to find any similar cases of things this bad, so thought I'd ask if there's something I can check?

This is a screenshot from just playing Doom 64. All other games I've tried (modern Doom game, Superhot, Skate 3, Gears 5) basically look the same; a horrible jumble of pixels/stuttering. Every now and then a piece of the screen might look clear for a frame or two and then it goes back to a serious mess. Frankly I think this is the best screenshot I could get, it generally looks a lot worse than this (you'd be lucky to be able to identify anything in an image).

My computer can easily handle these games if installed and played normally. I have a gigabit fiber internet connection. I cannot for the life of me figure out what is making these graphics look THAT bad (even introduction images of the game creators are a mess). Any help would be greatly appreciated!

Edit: For an added twist, I've found that just running it in Chrome, there are no graphics issues, only when running through the XBox app. I have a Geforce 1070, for whatever that's worth.

Have you tried using a different network? Or a different device with the same network, just to verify if the situation it's with the network or the device?

I'm not seeing how to run the network statistics test?

The second image, I followed the instructions using the "fix it" option and it connected, though those issues appeared related to multiplayer features. The connection issue appears to be gone, but the game still looks unplayable using the Xbox app:

Sorry, I'm a little confused about the Windows Settings. I'm in Windows 10, and I went to where was indicated, but not sure what info would be helpful to provide, this is what I see:

This is because of your network, if you can run the games correctly on your browser probably you have some settings that are limiting the network speed for the Xbox app

Could be also that you are having issues connecting to the Xbox services, that aren't required trough the browser, if you could share the information about your network settings will be great

I'm in Canada, and the region for Windows 10 is set as such.

It's a desktop computer.

I am not using a VPN (I have access to one, but it is not enabled at this time)
