No. There's no way to specify which accounts can and cannot use the benefits.

Hi there,

if you sign in to your account on the console and set the Xbox One console as your Home console then all other profiles on that console should be able to play the games your account has purchased (and also benefit from any subscriptions on your account).

If the console is set as Home console for your account your son's account should be able to use the games purchased via your account.

Keep in mind that only 1 console can be set as your Home console and you can change the Home console 5x in a running year.

Regarding the account signing in question, you should be able to change that too via for example the steps here:

In regards to your question, unfortunately, you will need to wait 90 to migrate/change your Xbox live account region again.

That is the only way to change it back.

With regards to your question, have you somehow tried checking your account's region via https://account.xbox.com/en-gb/Settings/Home page?

If not yet, there is a settings there on the page where it says "Change Xbox 360 account region" or something similar to this. But take note! Once you change your region, it will take 3 months before you can change the region again.
