Home box: not understanding how it works anymore...

So we have 2 xbox ones in the home. We had one as the home box and understood that the downloadable content (games) from the NOT HOME BOX can be downloaded (shared) to the HOME BOX and played on another profile so that both xboxes can play the shared game(s).
The concept is so a family with more then one xbox does not have to buy more then one copy of the same game. Also applies to xbox live.

Please let me know if I am missing something here, because currently we can NOT share between the two Xboxes not matter who is home box. We did switch home boxes to see if this solve issue and it did not. So previous downloaded games we used to share are
now not sharable??

The home setting is not changing just which xbox that the person is signed into. Say guests are over using the tv in living room this has the home xbox hooked up to it. So instead of interrupting everything to move the xbox, you sign into a different xbox
like the one in the den and using a game disc, sign in and start to play online. This xbox gamer tag that is signing in is not the one that is paying for gold membership, but the one that was getting gold through sharing on the home xbox.

In my previous statement I had posted that only one xbox was listed as the home xbox. However, the situation that follows has worked for years and is now not working. Console A has two xbox live gamer tags listing it as the home xbox. Now say no
one is using the home xbox but are signed into two other xboxs. Both of these other xboxs are not the home xbox. Both profiles were able to sign in to xbox live and play a game online.

Several accounts can be set as their home Xbox One console, but an account cannot be set as the home on more than one Xbox One.

Sounds to me like confused account management.
