If it keeps changing, then your brother must be setting a different console (probably his own) to be his home Xbox.

There is a limit of 5 changes per year and once he had used all those up, he will need to wait until one expires before setting it again.

Only one account can be set as the home account for your Xbox One. Therefore, if you set up your account as the home account and there is an existing home account already set, his account will no longer be the home account. Your account will now be the home
account, and only your games can be accessed by everyone using the same console. The previous home account's games will no longer be accessible to anyone but him.

As long as you make one of the account your home account, then it should work.

You can't make an "account" a home account.

An account can set a specific console as that account's Home Console.

That way, this "Home Console" can share all games and memberships like Live Gold and Game Pass games with any account playing on that console.

So it's not an account that is a home account, but a console that an account sets as a Home Console.

The above is almost correct.

On either console, each family member would need a separate account to have a personalised experience.

However, on neither do they share ownership of your games you've downloaded; they do, on the other hand, have the ability to play in full any game downloaded to that particular console by you.

On the Xbox 360 (which I assume is what you have), each member would need a separate Gold subscription to access Gold features; on the Xbox One, each member needs an account but as long as just one user who calls that Xbox 'home' has Gold, all other users
get access to the same features, even if the one who actually has Gold is not signed in.

(To avoid confusion with the above post, on the One there is nothing extra to sign up for to activate Home Gold, as this feature is known, it happens automatically on a user's home console. Whether it is their Home can be toggled on/off in Settings, but
is On by default on the first console they use.)
