On Topic OP as the others stated there is loads of ways you can stop this from happening , File Complaint , Block user ect ! its a sad word when you get some individuals who cant compete on a friendly healthy atmosphere.

Also, MS doesnt need people to email them with "evidence", since all data over live is recorded and stored for the enforcement team anyways. You shyould learn more about the service before making yourself look like a moron.

Your best bet is to report this person via your console. This is the only way the PET can investigate this. Then block communications with them and avoid them.
