Hitman goty still unavailable

Yesterday i asked "Okay so i have hitmantm goty edition and it has news on the front menu that you can get all the hitman 1 levels on hitman 2 for free cause you own goty but when i click it it takes to
it's page on thee store and says it's unavailable, anyone know how to fix this?

side note:i did try turning it off and on again and other games are available just not that" and i got 2 replies 1 was There is currently a Service Alert with Purchase
and Content Usage that may be contributing to that issue. and there was that is now fixed. The other reply i got was

Ensure that you have the HITMAN ‘base game’ installed and downloaded the latest game update for HITMAN, released on November 8th 2018.

Ensure that you have the free “HITMAN 2 – Starter Pack” registered to your account. (You only need to ‘get’ this item, not have it downloaded or installed.)

For clarity on the above step, simply installing all of the H2 content doesn’t necessarily meet this requirement. Even if you can see that “HITMAN 2 – Starter Pack” is installed on your console, you still need to ALSO search the store for “HITMAN
2 – Starter Pack” and ‘get’ it.

Launch HITMAN and follow the prompts in the H1 in-game store to redeem and download your Legacy Pack.

When the Legacy Pack has installed, it will be playable within HITMAN 2 only.

i thoroughly made sure that i have all of the things quoted prior but still it says hitmantm Goty legacy pack is currently not available.

so is this an error on my side as it's just the games more fun with the sieger 300 ghost but thats a hitman 1 exclusive and the only silenced sniper.

further assistance. You can also reference the FAQ for the
Hitman Legacy Pack to seek other solutions for the issue. ultimately this would be a Developer issue and you will need to contact them. The developer for Hitman would be IO Interactive.

Hey so this addon isn't available separately, however, you can get this upgrade by buying the following, I have checked and this includes the GOTY Legacy pack also https://www.microsoft.com/en-GB/p/h...rade/c555rh816xqh?activetab=pivot:overviewtab

I've had many issues with many offers saying they not available but later found it wasn't it but actually it was because I wasn't looking at the right offer.
