As confirmed in the official Forza Horizon 5 Rally Adventure FAQ

Q: When is the release date for Forza Horizon 5 Rally Adventure?

A: Forza Horizon 5 Rally Adventure will release on March 29, 2023, at 11:00 a.m. PDT.

So the exact time it would be available for you would depend on what part of Australia you’re in (as the time zones there vary slightly with three different ones), but as Daft Badger pointed out, it should be early morning on the 30th March. The rally expansion map is viewable if you have the add-on installed, but you can’t access/play any of it until it’s released in your country.

Are you using the Xbox console platform? If so, make sure that you have installed all its contents by following the steps below:

In My games & apps, highlight a game (but don't select it).

Press the Menu button on your controller, and then select Manage game and add-ons.

Select the game tile, and then select each checkbox for which items you want to install.

Select Install, to confirm the installation.

Hi, I hope you're doing great out there. I am an Independent advisor and I am here to help you in regard to your concern.

Do you have an external hard drive plugged into your console? If yes, please unplug the hard drive and then perform a power cycle before attempting to install the DLC again, keep the hard drive unplugged.

"1. Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off. ​​​

2. Turn your console back on by pressing the Xbox button on the console or the Xbox button on your controller. ​​​"

If you don't have an external hard drive we may need to reset the console keeping your games and apps. Don't worry because as long as you're connected to Xbox Live your saved progress, games, will not be deleted. It will remove all of your accounts but you can add all of them later on.

Select Profile & system > Settings > System > Console info.

Select Reset console.

Reset and keep my games & apps."
