    This is normal behavior, because if your friends are on Xbox, you unfortunately won't be able to play with them since the game does not have crossplay.

    On PC, your friends list depends on the platform you bought the game on.

    I see that your PC seems ethernet connected, by the way, your router is an hardline or an 3G/4G/LTE based router?

    I ask that because I see a very high ping of 289ms that is a big problem in general for playng online.

    GTA V on PC is a separate game purchase. It also uses a different online service. If you want the PC version you'll need to buy the download version from either Rockstar's own online store or Steam.
