Based on the description, you might have still set your country/region of your account in Korea and not yet in Vietnam. However, partially the concern of yours is also related to Microsoft Family being set as member only.

To better isolate your issue, we would like to ask for few questions and provide suggestions too:

2. Before anything else, may we confirm if you have secured your Microsoft account? That step is crucial and is needed to be done before you proceed to other suggestions we have. 6. Try to sign in to your account on InPrivate Windows of the browser (Browse InPrivate in Microsoft Edge) and see if you are still asked to verify your identity using PASS.

Yes you can. You just need to "recover" the profile. I only know how to do that on an Xbox 360 unfortunately.
