Help Solve The Mystery Of Slow Xbox Live Downloads

Comcast/Xfinity Gigabit service
Rebooted Router, Modem and Xbox during incident
Service speed verified during incident using multiple speed test sites.

Xbox One X in Alpha Ring
Xbox One X is on hardwired Ethernet
Xbox One X was the only device on the network actively using the network/internet, except when indicated during testing.

Submissions were close together, with the last one at 5:13am ET on 07/23/2020.

Problem:
For some reason my Xbox One X has lately been getting abysmal download speeds when trying to update or install games. Tonight I hit a new low of 2.95 Kbps downloading the 618.49MB Fortnite update.

How I've Investigated:
My initial thought was that my Internet connection in general was just suffering. I ran speed tests from my PC from multiple sites and confirmed the connection was running at speed. Other web sites, 4k video streaming from Netflix, Amazon, Vudu and Disney+ and large downloads from the Microsoft website and other places are running at good/expected speeds.

I then ran Microsoft Edge on the Xbox One X itself and executed a speed test at /u/Agnt86
