There are many apps on the Microsoft Store already that offer this functionality. For example, the free app 'Simple Background Music Player' can play MP3, M4A, MP4, FLAC and WMA music files from a USB drive.

If you set your Xbox One S as your account's Home Xbox, you'll also be able to use this app while offline. Go to Settings > General > Personalisation> My home Xbox. Then select 'Make this my home Xbox.'
