Yesterday i had problems with Achievements app, Gamerscore leaderboard and recent activity on my profile. The Achievements app works now but still having problems with the other two. Sorry this doesn't solve the problem but wanted to see if anyone else is
having this problem as well..

@Jayuya I'm having the same problem.....this is pretty unfair to us here in Puerto Rico. Previously we didn't have problems downloading the other map packs and now we do??? This is unfair to us for competitive purposes. The Continental US players have
the maps more than 12 hours and we still haven't seen this map pack problem solved. It doesn't matter if its you Microsoft, Treyarch....I don't care....I just want to play the new maps. PLEASE SOLVE ASAP......Thank You!

Sorry to hear about the issue! This may be a stretch, but do you happen to have any DNS relay software installed on your router? We have seen cases where specific network software can block achievements from coming in. If you were to bring your Xbox One
console to a nearby friend or family member's place to try their network and your achievements to pop-up there, that would indicate there is a network issue at play.

Here's a reddit thread with more information if you happen to have similar software installed.

Additionally I wanted to clarify if you performed a
Factory Restore on your Xbox One console? If so, have you tried re-earning achievements that were missed after the reset? If you haven't tried that yet, the reset has resolved numerous issues similar to what you've explained.

In the meantime, please also try a wired connection directly to your modem as well as trying a different network on your Xbox One console and let us know if that helps.

Same problem here. I wanted to change my background yesterday (previously had set another achievement art), but didn't let me. I can set screenshots and solid color as background, but no achievements (any game). Tried hard reset but no results. Help please.
