Because you sound like you are statiing two completely different issues

One are you talking about your xbox games? Or game saves

If you are talking about your games not playing offline sounds like you lent out your accounr to a person you shouldnt have

Make your console your home console

If you are talking about game saves

If you rely on cloud saves then they stay in cloud

You cant delete them those are backup

Your console.downloads.them from live

And use them locally and you can only upload new ones and delete old ones ingame if you have save options

Not all games have save management

If it is autosave then thats different

Since you cant manage your saves you can only overwrite cloud saves

I presume you mean that you have deleted games from your console, however when you log back in, they show again? If so, if they are digital, they are tied to your profile, so will always show as being your games.

It is because it's NOT money that went to xbox but ea

You have time address the issue with ea

Ingame currency is outside the realm of xbox

You are forgetting one important point EA fifa points not xbox fifa

And yes you can buy fifa points with gift cards directly from ea or gamestop

If you can't get help from ea then noone can help you since ea has your money

As noted in the refund policy INGAME currency is not refundable since it is with the vendor not xbox or sony

Sorry but you can't use the refund proccess on any service to get out of suspensions you forfeit it

You have to deal with ea period
