That's no longer normal to be honest if it happens while using multiple controllers. You did the factory reset through the Xbox startup troubleshooter screen, right? Are you part of the Xbox insiders?

That version appears to be a Insiders preview OS so OSU's will not help you. You will have to factory refresh the console.

Scroll down to E106 in this support page, System update solution startup error and follow the steps. If your console is enrolled in a Insider preview, skip the OSU section.

You can find the latest GA OS version at Whats new xbox one system updates.

Xbox Insider program FAQ has information on how to unenroll from the program using a PC if you can't start your console.

You should post this issue on the Reddit XBox Insider Forum as the Insider staff and other Insiders will point you in the right direction to resolve it.

Have a look at Startup error solution troubleshooter but from my own experience restarting the console in the steps above
should resolve it.

If not, turn off the console and remove the power cable, then power cycle your gateway and wait till its fully functional BEFORE turning the console back on.
