this is currently a known issue on Xbox Live, so it isn't something on your end or something you can do anything about.

Please periodically check this link for any updates:

When the issue has been resolved all should be working again. There currently is no expected time when the issue will be resolved.

Say if my friend purchases the vbucks now, does it usually show up in an instant??

So my NAT type is now open, but still my xbox wont complete a multiplayer network test, and when i go into more details it still doesn't show any "upload" speed.

Another problem is when i go to my friends list, it never loads my friends it always says there is a problem and it takes a couple tries to get the friends list to show up.

Yes the game is loaded, like I go out of Vault 101 and the DLCs never load, usually on my old Xbox 360 once I reach Springvale that's when it usually loads, and when it loads it shows up on the radar, but it doesn't load on my Xbox One, I have Fallout
3 Game Of The Year edition for Xbox 360 and Xbox One. I have installed all 5 DLCs but they don't load. And no I am not getting any error codes at all. so please help me with this situation

I also filed an appeal and now it's been stuck saying this same message for months which is clearly a glitch or malfunction that should be fixed and I can't resubmit an appeal because the enforcement action won't load or show up, the appeal won't show up, it doesn't show a decision, just "Sorry, we can't get notifications right now. Try again later." And can't get anyone to help or answer.
