In the link above go to the tab: "Download OSU1 System Offline Update File"

If your console is the Original Xbox One:

Important! For Build 6.2.9781.0, use the OSU3 Offline System Update file. For all other builds, use the OSU2 file.

Go to the tab: "Download offline update file from OSU2 or OSU3 system"

There might have been a problem with the update you downloaded or there might be corrupted files on the Hard drive. What you can do is try to clear your cashe, and look for and delete any files that may be corrupted. If you need any help doing this, please

This is an issue caused by corrupt update files. You can fix this by using the offline diagnostic tool. You'll need a USB thumb drive formatted with the NTFS file system. Here are instructions for downloading an offline update file and using it:

First thing I would advise doing is to delete the title update and any corrupted BO2 files that display an exclamation mark in a yellow circle and clear the system's cache and then redownload the title update. A bad title update and any other corrupted files
can cause issues like this. Also, is BO2 installed to your hard drive? If this doesn't help, we'll try to find the source of this problem. By the way, I enjoy BO2.

I know your internet is working fine with other devices but for us to best isolate the issue, can you try connecting the console to a different network? A mobile hotspot for example?

You can also try doing an offline system update by downloading the OSU File here.

Once you download the Offline System Update File onto your PC, you can see it as a a zip file so you'll have to unzip onto a USB that's at least 8GB and formatted to NTFS. Once it's all downloaded plug the USB into your Xbox, the offline system update will be enabled.
