Since you do not have a Microsoft Payment Account for us to deposit into, there is no where to place your deposit as currency, so the process is aborted. This is mentioned in the FAQ:

How do I make sure my Microsoft account is properly set up to receive Xbox Live Rewards deposits?



In order to receive deposits in the form of your country's local currency, your Microsoft account must be transitioned to currency. As long as you have a billing address on file in your account,
you simply need to redeem an Xbox gift card, a Microsoft Points card, or a Microsoft Points code with your Microsoft account to begin your account transition.

Could you provide a bit more information on this? Did you have an enforcement action taken on your account? Do you see one if you check
enforcement.xbox.com? What happens when you try to send a message? Do you see an error message or error code?
