Help! Can't sends messages on my account on Xbox, computer, and mobile device.

Hello to anyone who reads this. (Hopefully Microsoft).

For over 9 months, I haven't been able to send a message on my account. I tried sending messages on my Xbox console, on a computer, and on a mobile device. Every time I tried to send a message, I get this "Messaging isn't working, check your account..."
And I tried everything to fix it.

I tried updating my security and personal information, removing my account from my console and putting it back on, change my password, switch emails, add emails, remove emails, a full shutdown on my console, checked my reputation
and it was good, checked the enforcement to check if I was banned and I was not banned, I checked my settings. I tried everything there and nothing worked.

I've heard it was some kind of bug that happened during an update.

I've sent messages on a another account on the same console and it worked just fine. Something is wrong with my account.

If there is any way to fix this, please let me know.

Because I am not going make another account because of some bug/glitch.

I can't send messages on any account. It says '' because of your past behavior, you can't send messages'' on every account on my xbox one. Help!
