Help!! Cannot join a faction and an achievement won't unlock for me

So I'm currently having two problems with Destiny 2, one of them is I cannot join a clan. Iv'e finished the game, done all the extra missions on the various planets, and I cannot get the Dead Orbit guy to give me the Factions Rally (or whatever its called
mission. I've talked to all the vendors, and the New Monarchy and FWC will not sell me anything, but the Dead Orbit guy will sell me a scout rifle. This seems wrong to me, like somethings wrong. My other problem I'm having is the achievement for reaching
level 20 will not unlock either. I've signed out of my account, unplugged my xbox one for about 5 minutes so the cache can reset, but none of that helped. Any idea on how I can fix these issues? Thank you for the help!!

Halo wars 2 for achievement cannot unlock

Cannot Unlock Achievements in Dragonball Xenoverse 2 Need Help

I called xbox for support and they lead me here, I cannot unlock anymore Achievements in my game nor any other games I believe all of a sudden, this is for Dragonball Xenoverse 2. Please help me, I'd really appreciate it. I beat all the expert missions,
and the achievement doesnt unlock for example. Also, I beat more than 7 people in ranked battles online and still cannot get the achievement. I'd appreciate any support, thank you very much.

The Faction Rally is complete now. No one will be able to join a Faction until a new Rally has begun. Be sure to keep your eyes on the Bungie blog for more info on when that happens. As Dead Orbit one this past Rally they are the only one you can get
the rifle from for 50,000 credits.

As for your achievement issue. Go to the in game menu (start button) and scroll all the way to the right. Select log out and choose the option to sign in with a new profile. Choose your own profile and when you get back to orbit the achievement should
pop for you.

Personally I liked the way Oblivion did the Achievements. Simple yet you had to play all the factions to unlock them. I hate having to do side things, and keep checking the achievement list to see if I'm going to unlock a achievement.

There are many more jobs and interesting factions that you can join in Skyrim. Unfortunately, you cannot join every group there is though.

Can you say which achievements won't work? I know a handful of achievements cannot be unlocked unless playing multiplayer, single-player, etc. Just name a couple games that won't let you get achievements?
