In cases where you can't select your console to define a region for the Microsoft Store, the most recommended is to select a country that is the most similar to yours, or that will allow you to easily purchase on the store. Given that Lithuania is part of the EU, you can select any other EU country that will allow you to purchase with the minimal amount of issues.

your country is not an Xbox live supported country, it would be up to Microsoft and your government/trade areas to sort out if feasible.

I'm living in Iran and there is no stores in my country to get the disc. I have Xbox Game Pass on my Xbox One S and i don't have dollars. Please solve this problem. ;-; xd

If all the issues you mention subsided for a while after updating the console offline ( https://support.xbox.com/help/hardware-network/console/offline-system-update ) but then returned in a worse manner, and if you've previously tried resetting the console without positive results, then this most likely indicates a hardware problem with the console. It could be related to some internal component, possibly caused by the power surge you mentioned, especially if these problems began occurring after that point.

If your warranty has expired, you will need to send your console to a trusted technician in your area for inspection and repair.
