You would file a complaint on them via the console. When you view their profile it will give you the option.

I am sorry you are having to deal with this issue, all I can suggest is you reporting and blocking this person, like dazza has said reports may take a few days for reports to go through as the team will make the right decision for the person who is making
the offense.
