Hearts of Iron IV DLC not functioning.

Originally I was playing HOI4 through game pass and eventually I bought one of the DLC for the game. After I purchased the new DLC, the DLC pack which comes with the Cadet edition on game pass, and which was functioning originally, stopped working, and also the DLC I had just purchased did not work either. I figured it was an issue with not owning the full game so I bit the bullet and purchased the full game on the MS store. Even after purchasing the full game and yet another DLC and uninstalling and reinstalling the game multiple times, uninstalling Xbox game services from my machine and reinstalling it, logging out of every account and back in to every account, unlinking my Xbox account from my paradox account and relinking it, as well as opening two help tickets with Paradox I’ve been unable to get the DLC to function. The response from Paradox has been unhelpful and generally unsatisfactory so here I am.

I was able to try each of the things you suggested but unfortunately that did not work. The DLC appears installed in the MS store and in the Xbox app, and in the paradox launcher the DLC is enabled but in game each dlc is still locked and says to purchase them in the MS store.

Please try this:

Open Settings, click Update and Security and then Windows Update;

Click Check for Updates;

Click the Download and Install Now option, if available (Install optional updates as well)

Also, check the Microsoft Store for any updates on the Xbox apps and its services and update everything too, after this sign out from your account on both Xbox app and Microsoft Store.

Then do this:

Go to windows settings > apps > search for gaming services app > click on it and select advanced options.

After that, click repair and then reset

Then do the same for the Xbox app:

Go to windows settings > apps > search for Xbox app > click on it and select advanced options.

After that, click repair and then reset

Finally do this:

Step 1: Open the Run window by pressing Windows + R key.

Step 2: Input WSReset.exe in the Run window and click OK.

Step 3: Then a command prompt window will appear. After a few seconds, Windows Store will open.

Sign in again with the account that owns the game and DLC on both Xbox app and Microsoft Store and try again

It has also happened to me with Hearts of Iron IV on pc. I have not been able to load the DLCs for several days and trying to find a solution and I can't. This occurred with the last update of the application to version 2110.1001.3.0, I don't know if this had something to do with the problem?

The problem is just with Halo MCC. I was able to download Hearts of Iron IV and am downloading Gears Tactics just fine
