  3. HDR blanked out in settings?

Have you one into your TV settings and turned HDR on? Silly question but a few people miss that.

  4. HDR Question

According to the troubleshooting page for 4k and HDR on Xbox, it says the TV needs to support HDR10 Media Profile, and that it's best to check the manual that it supports this.

I don't know too much about this, but maybe something to check.

Only HDR that is a problem? 4k works fine?

  7. You said you tried rebooting the Xbox, but was that a straight reboot or did you also try to power cycle?

If not than do that. Hold the console's power button down for roughly 10 seconds until it powers off. Unplugg the power cord and leave unplugged for 10-15 seconds, then reconnect and start the xbox again.

    See if that does anything.

While you are unplugging the power cable you could also try and unplug the hdmi too while you are there, then replug it a long with the power cable whenyou are ready to start it again.

Other than that the only thing i can think of else to try would be to go and set your tv up manually in the settings menu like you would for Instant on with TV wake or TV guide.

Do I need a new TV? (Skyrim Special Edition and the new Xbox One S)

Skyrim won't be 4K, it's basically running an updated engine with new graphical effects at 1080p - Think Skyrim with Fallout 4 visuals. So will Skyrim look nice? Absolutely yes, no question. If Skyrim supports HDR, which it most likely will, then yes,
it would look better on a HDR supported TV. As far as I've seen HDR is only on 4K TV's, I have not seen it on 1080p displays. HDR is a hardware display technology, to see HDR, you'll need an HDR TV and the content you are watching or playing needs to be
    HDR.

The Xbox One S's 4K abilities are only confined to video playback via from UHD Blu-ray or 4K capable streaming.
