Now that you can enable bitstream are you giving Dolby Digital 5.1 another look or listen? Guess it still comes down to uncompressed or not but it should be a way to avoid the XOne defaulting to 7.1 when it isn't wanted.
So is it a matter of console settings to get DD5.1 via HDMI on the Xbox?
There isn't an HDMI-specific setting. Under Digital Output, one can set either Digital Stereo (LPCM), Dolby Digital 5.1, or Dolby Digital with WMA Pro
(supposedly for WMC Extender).

Surround Sound setup correctly?

Dolby Digital and DTS bitstreams were supported in HDMI from the outset. HDMI 1.1 and 1.2 added support for MLP (for DVD Audio) and DSD (for SACD) bitstreams, respectively. HDMI 1.3 added support for raw Dolby TrueHD and DTS-HD bitstreams.

The reason why the Xbox 360 doesn't support 5.1 LPCM, Dolby TrueHD, or DTS-HD is that the audio goes across the south bridge, and there simply isn't enough bandwidth available for those formats. Dolby Digital encoding is done onboard the CPU, in parallel with a
matrix encoded 2-channel downmix (optimized for Dolby Pro Logic II decoding). The 640 kbps Dolby Digital stream and 1,5 Mbps 2-channel LPCM are routed to the south bridge, from where they are output to HANA for HDMI output, S/PDIF for the AV and optical outputs,
and the audio DAC for analog output.

If it's not possible to get the Dolby Digital signal through to the receiver but only 2-channel stereo, it's possible to apply Dolby Pro Logic II decoding (in Movie mode, or Game mode if available). Pro Logic II detects level and phase differences between the
left and right channels to restore the sound field. It works surprisingly well with a matrix encoded source like the Xbox 360 - the drawbacks are that sound placement isn't as precise or stable as with discrete 5.1 sound. When there is a lot going on, sound
placement can get very diffuse and indistinct.

There is a misconception about Dolby Pro Logic II producing only "fake" surround. That's like saying NTSC produces fake color. It's not fake, just a clever compromise with some drawbacks. This misconception stems from that Pro Logic II is stable enough to handle
a variety of material, and has a dedicated Music mode. The original Pro Logic was so sluggish and stubborn that movie and TV mixers had to adapt their mixes to its behavior. With Pro Logic II this problem pretty much disappeared. But matrix surround encoding
remains, and the Movie and Game modes of Pro Logic II handle it.

TVs generally don't accept Dolby Digital over HDMI, and will make the Xbox 360 switch over to its 2-channel LPCM audio stream. Running the sound from the TV thus limits.

I advocate using Dolby Digital with the Xbox 360 if at all possible with ones audio setup, but if it isn't, Dolby Pro Logic II comes to the rescue as a decent compromise.

Dolby Digital - Anyone having trouble ? w/update

I updated my Xbox One with the latest March update and I do not see the option of Dolby Digital 5.1 compressed for HDMI, only for Optical Output and it does work know; I do get Dolby digital 5.1 with the optical cable connected from the Xbox One to my receiver,
but it doesn't work with HDMI and I know is not my equipment because my Xbox 360 is hooked up to the same TV and receiver and I get Dolby Digital 5.1 with HDMI, that been said I believed Dolby Digital 5.1 compressed is still not supported through HDMI on the
Xbox ONE.

Optical Out DD 5.1 weirdness.

Your receiver might not support bitstreaming at all over HDMI and only optical audio.

PCM is what you really want to use with HDMI as the Xbox one supports 5.1 and 7.1 uncompressed PCM which is superior to Dolby Digital.

Dolby Digital support was added for older receivers, media with its highest sound configuration being compressed media (DVD DTS or DD), and surround sound headsets. If you have an HDMI receiver, even the first HDMI specification offers support for surround
sound PCM. Bitstreaming formats like DD and DTS came in later revisions so it might be that your receiver was behind on those revisions, but should at least play 5.1 LPCM.

... Far as audio is concerned, HDMI on the 360 supports two channel LPCM and Dolby Digital 5.1. It isn't limited to a two-channel output. There are several other lossless multi channel formats that have been added to the HDMI standard over the years. Those do
not work with the 360. ...

Dolby Atmos w/ Sony HT-X9000F Sound bar question / setup

https://images-na.ssl-images-amazon.com/images/I/D12isMWJ+fS.pdf - The Manual

HDMI ARC Does not support Dolby Atmos or DTS:X. They really have to mention that more. The only way to get Dolby Atmos is from a direct connection with something like a Blu-ray player or your computer. If it goes through a tv, it won't support Dolby Atmos.
The manual, use CTRL + F and type atmos to find it, lists what you get with a connection.

HDMI Direct Connection | HDMI ARC
| Optical |

LPCM 2.0 | Yes | Yes | Yes |

LPCM 5.1 | Yes | No | No |

LPCM 7.1 | Yes | No | No |

Dolby Digital | Yes | Yes | Yes |

Dolby TrueHD | Yes | No | No |

Dolby Digital+ | Yes | Yes | No |

Dolby Atmos | Yes |Refer Below| No |

DTS-HD HRA | Yes | No | No |

DTS-HD MA, DTS LBR, DTS: X, and DSD are HDMI Direct Connection only.

Ok, as to why I said refer below for Dolby Atmos on ARC is that there is a difference between Dolby Atmos. So you can encode atmos into either TrueHD or EAC3. If something doesn't support atmos, the system falls back to either TrueHD or EAC3. (TrueHD is
most common in files. HDMI ARC does not support TrueHD + Atmos combo. However, some TVs can support EAC3 + Atmos. So for most files, you'll have TrueHD + Atmos. HDMI ARC will not support TrueHD or Atmos. However, some TVs can support EAC3 + Atmos. However,
you will rarely find this. Your best bet is to directly plug something like your graphics card (atmos must be supported), Blu-ray player or anything that can output Atmos. HDMI ARC is soo confusing to deal with and that's why many people just assume that it
can support atmos. I've heard new software is coming out that may support atmos on arc though.

Explanation:

Dolby Atmos for Blu-ray & Basically everything else - Direct Connection - NO ARC

Dolby Atmos for streaming (Netflix, Amazon Video) - HDMI ARC is okay!

Conclusion: HDMI ARC is limited right now. You should use a direct connection if you want to fully experience atmos on your programs.

Edit: Steaming sites like netflix use DD+ which is EAC3 + Atmos. So you can use HDMI ARC and watch netflix with atmos but... that's pretty limited.
