Having weird storage issues w/ dlc and flash drive

OK.. thought this was fixed. Let me start with my original post then I will explain more:

I have a 4 gig HD so I purchased a flash drive so I could get map packs. Every time I turn the xbox back on all my content is erased from the flash drive and I have to download everything again. I have tried storing only the map packs on the flash
drive, have tried putting my whole profile on the flash drive, removing the flash drive after turning off the xbox and also before. No matter what I try everything is erased the next time I go to play. It is an xbox flash drive and Im playing Black Ops 2.
I dont know what is going on and how to fix the issue. Any help would be great since it's annoying to have to sit and wait for everything to download again every time I want to play.

So, we thought it was a flash drive problem. Ended up trying 3 brand new ones. The first 2 did as you see above. The 3rd appeared to be working but only a day later
we can turn on the game, from it being shut off, and the 1st two times went smooth. The dlc was read from the flash drive with no issue. Then later in the day the
Xbox is turned off again while we did other things (the same way we have been doing throughout the day). Now we turn the Xbox back on and try to play as a party (as we have been doing w/ no issues) and it says
he doesn't have the same dlc as I do. One minute it shows there's content on the flash drive but says its incomplete, the next it shows nothing on the drive. Then after a restart it again shows content on the flash drive but when we go into game play it says
he doesnt have it. We have tried everything I can think of. We have moved the full profile to the external thinking maybe that was the issue. We have tried removing the flash before turning off the console. We have downloaded this dlc more times then I can
remember. So 1/3 of the time it reads the map pack as complete and we can play them and the rest of the time it wont read it at all. Yes, we are up-to-dat as far as Xbox updates and we have went to configure the flash now so many times. I gotten any errors
with the most recent flash drive as far as configuring it. Normally I would think it's just a bad drive but with this being the 3rd and occasionally it functioning as it should I am really confused. I don't want to download this map pack every single time
I shut off the console. Please help if you can. Sorry this post is so long I just wanted to give all info I could so there wouldn't be unanswered questions. Again, thank you for any help you can provide!!!!

Can I Install Games on a USB?

I'm sorry you're having problems with your game, unfortunately Oblivion requires a hard drive to install the DLC. It won't work from a flash drive or your 360's internal storage. Your 4GB consoles storage is flash memory, it's not a hard drive. Oblivion
is an old game, it does not recognise dlc on memory units, only hard drives.

 

Xbox Live Profiles Cannot Be Downloaded At This Time

Your hard drive potentially could be having issues. You might want to try downloading to a different storage device such as a flash drive.

As for missing profile, missing from the sign in or completely off your harddrive? It might be having issues if its corrupted on your system.

 

I'll admit, I don't know a lot about using the flash drives as I haven't used them myself for the 360, but I wanted to check if you formatted the drive to work specifically for the 360?

 

Yes...it's an actual Xbox 360 flash drive and we formatted it using the 360. I'm stumped. We have tried everything I can think of. It's weird because one minute it will allow us to use the maps that are on the drive and then it just won't. Like I said, we
turn the console off, we can use the drive. We turn it off same as before and then when we log back in we can't play the maps. So it's like 1 out of 4 times we can play whats on the drive.
