Having Strange Troubles on my Xbox One

Okay, so it's a weird situation with a lot that I need to cover before I ask for help, so if you're willing to read a lot, then please be patient.

My brother and I share the Xbox One in our house, always have and probably always will until one of us moves out in the future. MY brother has a small Xbox Live friends list, and most of them live in other time zones like the U.K. (we live in California).
So when all of his friends except for the one that lives here in our hometown became too busy to play with him on Xbox Live, he was desperate for the one friend who lives close by to be able to play. Then his friend's family began having financial difficulties,
and his friend lost Xbox Live Gold. So my brother found out about gamesharing, and that if he switched his Home Xbox to his friend's Xbox One, then his friend would be able to share my brother's Xbox Live Gold, and they would still be able to play the same
games together. Simple solution right? For him anyway.

As soon as my brother did that, I noticed our Xbox operating strangely whenever my brother's account and profile are not logged in. Namely, I can't play more than half of the games on our xbox one anymore, and I bought most of those games. I can't play the
games he bought, and now I have to buy some of the games that I PERSONALLY bought AGAIN in order to play them when he can't sign in, because he won't give me his password. I've tried looking on Google and the Xbox Support forums for a similar situation, and
cannot find one. So please, if anyone out there can help me at least figure out if it really is because my brother is game sharing that I can't play my own games, such as Titanfall 2 and Rainbow Six Siege, while he can still play any game on our Xbox, I would
greatly appreciate the help.

Xbox one issuses involving but not limited to ESO and the concole not doing any concole actions like navigating the home scredn like a computer thats out of RAM.

I'm having an issue with my Xbox One, it feels as if its having troubles loading Elder Scrolls Online (Only ESO) or any other functions like navigating the home screen. It feels like a computer that has ran out of ram.

Its strange and wierd, please help if you can.

To clarify, if the console is not set as home, only to account which purchased the content digitally would be able to play the games. So if it was his account that purchased the games, he would need to have the console you share set as home in order for
you to be able to play them. If they were disc based games, any profile on the console should be able to play them however.
