Having DLC content download issue

So about 2 years ago i had purchased multiple DLC packs for Call Of Duty, Black Ops 2 on my Xbox 360, i transferred my account over to Xbox One but the problem is that i cant find or recover any of those DLC’s that i bought. I dont want to buy them again,

You might have to contact support if they don't show up in the store interface at all. If you bought them before on your account, they'll see the license and should be able to sort it out for you.

The content is not restricted. The issue I am facing may be due to the usage restrictions. Perhaps my content has been in contact with the dlc on a previous broken hard drive, however I have not purchased it before. I have tried downloading four dlc's associated
with oblivion; none of the attempts worked. I have also altered the license so theoretically I should be permitted to download content. I am completely unsure of the issue and how to resolve it.

Confirmed: Re-downloading the DLC after transferring Content Licenses fixes this issue.

I think that's from when it first hit.... folks had some problems downloading the content. So they had to issue a fix for the download in order for these people to get their DLC. If you've already got the DLC there is no need to redownload anything because
the content obviously works for you.
