From the FAQ:

What content can I earn a % back on purchases for?

Normally, most purchases for Xbox 360 and Xbox One from the Xbox Store qualify towards your MyVIP Star Rank and % back on purchases, including full Games on Demand titles (excluding game pre-orders), arcade games, indie games, game add-ons, game Season Passes,
movies, TV shows, TV seasons, themes and avatar items. In-game consumables, Xbox Live Gold memberships, subscriptions like EA Access and Xbox Game Pass, Groove Music Passes, Microsoft Movies & TV Season Passes, and the purchase or redemption of Microsoft Points
or Xbox Gift Cards, still do not qualify.

Since game consumables and pre-orders are not eligible for MyVIP, they do not award progress or payback. Since all your purchases so far this year have been either one of these, they do not qualify for MyVIP.

yes,its the only reward i havnt recieved yet..

I have 3 locked! I killed them all is the one that upsets me the most. I have 100% yet it won't unlock. it is pure luck to get and I managed to get it. Also have It's a Trap and Haven Connoisseur locked at 100%. I have the emblem for the Haven connoisseur
as well. Just kind of tiring trying for these achievements to get rewarded with a 100% completed but locked

You can earn Xbox Live Rewards Credit in two ways:

1. By finishing the offers located on the MyMissions page at
https://rewards.xbox.com/mymissions/ .

-or-

2. For non-offer purchases, you can earn Credits by earning a one star MyVIP level through purchasing at least $300 USD or regional equivalent of eligible content. After you receive your first star you will begin to earn a percentage of your eligible purchases
back as payback Rewards Credit. Pre-orders, in-game consumables, and subscriptions are not eligible for MyVIP.

In September 2014 we changed to the MyVIP policy. As a result, payback based off Gamerscore (MyAchievements) was discontinued. Also, as of July 2014, we do not award Credits for Xbox Live Gold renewals. MyVIP has a recalibration every year. At the end of
the year, we place you in your MyVIP rank for the new year based off your eligible spending from the previous year, and set your progress to the default state. This happened in September 2015 and December 2016. Since you are a zero star member, you do not
get payback Credits on your purchases. You can check your current MyVIP level/progress at (https://rewards.xbox.com/myrewards/).
