Have they added Remote Tools for Edge to public build now?

I noticed this app, which is basically useless from a end user it seems..... Has made its way into the public release ( non insider ) dashboard update. It's been part of the Insider, for a while, but I've not seen it on the public release. Is it supposed to be there now? The consoles are updating and this dev tool is now installing. I noticed it in the que section and is now a brand new app installed on a non insider dashboard. Launching it does nothing because it says resources are missing.
Just curious because it usually doesn't get into a public build... At least from what I remember. ???
